Yaara Ben-Shachar Tyk

Yaara is a Partner at our firm and Head of the Privacy & Artificial Intelligence (AI) Department.

She specializes in balancing strict regulatory requirements with business and technological needs and has extensive experience leading complex technology initiatives, managing regulatory risks, and navigating AI-related regulation.

Yaara brings a unique combination of legal expertise, deep technological understanding, and systemic thinking.

She has nearly 20 years of legal experience in public service, including over a decade in senior management positions in the fields of privacy, cybersecurity, artificial intelligence, and cloud computing. Prior to joining our firm, Yaara served as the Data Protection Officer (DPO) of the National Digital Agency — the Israeli Government’s headquarters for advancing digital transformation and technological innovation.

In that capacity, she founded the agency’s privacy protection domain, developed advanced procedures and best practices, led complex data-driven projects, promoted the adoption of privacy-enhancing technologies (PETs), and assisted various government ministries and public bodies in preparing for the implementation of Amendment 13 and in shaping the DPO function within the public sector.

Among her prominent positions, Yaara served as the Legal Advisor of the Government ICT Authority (prior to its merger into the National Digital Agency), where she led complex compliance processes and oversaw the legal aspects of national technology projects, including Project Nimbus — the government’s cloud migration initiative within the Cloud Center of Excellence (CCOE), the national digital identification system, the personal government portal, and other advanced digital services.

In addition, she participated in government forums and led inter-ministerial teams in the fields of privacy and AI, advanced groundbreaking legal opinions, government resolutions, and legislative processes in the digital domain.

Earlier in her career, Yaara served as a Senior Attorney in the Legal Department of the Prime Minister’s Office, where she advised on procurement, civil service disciplinary matters, and information systems.
