Assaf is a partner in the Real Estate Department and co-head of the Planning and Zoning practice.
Assaf has extensive experience representing developers, resident groups, and local authorities before planning institutions, ranging from local planning and building committees and district appeals committees to the National Planning and Building Council. He advises on a variety of planning and permitting procedures, including representation before the Administrative Court, in betterment levy appeals, in compensation claims due to land devaluation, and in urban renewal projects such as TAMA 38 and large-scale demolition and reconstruction initiatives.
Assaf has in-depth knowledge of the Planning and Building Law, 1965, including its numerous amendments and related regulations. He has accumulated broad and diverse experience in guiding complex planning and zoning procedures. His advisory work spans from the earliest stages of planning or permitting processes, including due diligence prior to land acquisition or complex real estate transactions, to resolving legal questions arising during planning procedures. He regularly advises developers, architects, and other professionals on planning and zoning matters, as well as private landowners, resident groups, and local municipalities.
Assaf has expertise in the planning aspects of urban renewal projects. He is involved in several large-scale redevelopment initiatives, including evacuation-reconstruction projects involving the demolition of hundreds of existing residential units and the construction of thousands of new units. He represents both developers and apartment owners in urban renewal projects under TAMA 38, both in the central region of Israel and in the Haifa and Krayot areas.
