Elinor is an attorney in the Tenders and Administrative Law Department.
She provides legal counsel and ongoing support in the field of public tenders to the firm’s clients, which include public and quasi-public entities, as well as tender committees in which she serves either as legal advisor or as a full committee member.
Elinor advises and accompanies all stages of the tender process—from the formulation of the tender’s principles and drafting of documents, through the selection of the winning bidder, and including legal guidance during the contractual engagement that follows.
Elinor has extensive and diverse experience in public procurement law, including tenders across various sectors such as construction and infrastructure, service tenders including labor-intensive services, procurement of goods and equipment, and more.
