Noga is a partner in the Administrative Law and Regulation Department.
Noga provides ongoing and comprehensive legal counsel to public sector clients, non-profit organizations, and commercial companies on all legal aspects relating to their activities, including advising on decision-making processes, risk management, and the drafting of commercial agreements.
Noga has extensive experience in advising on regulatory changes and legislative processes. She specializes in advising public authorities on decision-making processes and defending them before the High Court of Justice (HCJ). In addition, Noga represents and advises private clients in challenging regulatory decisions that were made unlawfully, including in the field of public procurement law.
